Anne Sullivan Daly is a healthcare lawyer, a credentialed compliance professional and a registered nurse. Her unique combination of training and experience enables her to support clients as they identify and navigate the regulatory compliance, enforcement, and risk management challenges that arise in healthcare transactions and operations.
Ms. Daly’s areas of expertise include government payer-approved compliance programs, avoidance of liability in Stark and Anti-Kickback Statute-implicating physician arrangements, HIPAA compliance, Information Blocking Rule compliance, No Surprises Act compliance, and EMTALA. She advises on compliance program operation and enforcement actions in health plans and healthcare delivery systems. Ms. Daly’s clinical experience supports her client’s multidisciplinary approach to root cause analysis. She advises on compliant implementation of operations including billing and coding in the highly regulated healthcare world. She aids clients in designing operations that comport with payer and regulatory requirements to mitigate and avoid regulatory scrutiny or enforcement. She is skilled at working within multidisciplinary teams to detect, correct, and prevent risks or actual occurrences of regulatory failures and at handling enforcements actions from government and private payors.
Prior to joining EM³, Ms. Daly served as compliance officer at several health systems that offered services ranging from critical access hospitals and rural programs to academic subspecialty pediatric settings. She also oversaw compliance programs for Medicare, Medicaid, and commercial health plans. Ms. Daly practiced healthcare law at two large firms in Washington, DC. Ms. Daly began her healthcare career practicing as a registered nurse in many clinical and business settings across several states and countries.
Ms. Daly is licensed to practice law in Maryland and the District of Columbia. She is licensed to practice nursing in California. She earned her law degree at The Catholic University of America Columbus School of Law magna cum laude; she also holds a Bachelor of Science degree from the University of Maryland University College and an associate degree in registered nursing from Palomar College.
